Materials relating to the integration of Berkeley schools, including reports, printed material, and correspondence the Board of Education received from the public on both sides of the issue. Drafts of Sibley's book, "Never a Dull Moment," as well as other articles and speeches by Sibley further detail the process of integration. Also includes reports, printed material, and correspondence from the Community Affairs Committee, a group formed to improve town-gown relations in Berkeley, focusing on housing issues. Additional community organizations documented include the YWCA and the International Christian University in Japan. Also contains a small amount of personal material, including a memoir Sibley wrote in 1971 for her grandchildren. The collection offers useful materials for research on integration and other Berkeley school policies in the 1960s, and on relations between UC Berkeley and the city of Berkeley in the 1970s.

Carol Rhodes Sibley (1902-1986) was a tireless contributor to a wealth of community projects. Perhaps her most potent legacy is the integration of Berkeley's schools, which took place during her ten year service (1961-1971) on the Berkeley Board of Education, which included two terms as Board President. As a board member she also supported alternative schools and special education. Young people were a central concern for Sibley: she worked extensively with young adults through the YWCA, founded the Appreciation of Excellence in Youth Award, and collected clippings regarding the debates over rebellious youth in the 1960s. After leaving the school board, Sibley joined the Community Affairs Committee, serving as the Chairman of the committee's Housing Task Force. In addition to her community work, Sibley was an author who penned dozens of articles on women's issues, as well as a book-length account of the Berkeley school district's history, a professional lecturer, and a world traveler who circumnavigated the globe four times.
